实现简体GB系列--繁体big5系列--UTF-8和拼音的转换

It's a configurable character encoding conversion package for those who have no iconv pack. It also allows more effetive conv functions even if you hav iconv installed.
The Chinese pack has been included in the module: GB<->BIG5, (GB,BIG5) <-> (UTF-8, UNICODE), (GB,BIG5)-> Pinyin
